The Occupational Safety & Health Division (OSHD) is the division within the Ministry of Manpower (MOM) primarily responsible for workplace safety and health.

OSHD promotes OSH at the national level by working closely with employers, employees and all industry stakeholders to eliminate death, injury and ill-health from workplaces. The OSH framework in Singapore is guided by the following principles:

  1. Reducing risks at the source by requiring all stakeholders to eliminate or minimise the risks they create;
  2. Instilling greater ownership of safety and health outcomes within the industries; and
  3. Preventing accidents through higher penalties for compromises in safety management.

The Workplace Safety and Health (WSH) Council was formed on 1 April 2008. This is a step-up from its precursor the WSH Advisory Committee (WSHAC) which was formed in September 2005. The Council has statutory powers and more muscle to lead and partner the industry in engagement and capability building efforts.

It comprises 16 leaders from the major industry sectors (including construction, manufacturing, marine industries, petrochemicals and logistics), the Government, unions and professionals from the legal, insurance and academic fields.

The Council works closely with the Ministry of Manpower and other Government agencies, the industry, unions and professional associations to develop strategies to raise WSH standards in Singapore and to realise the national WSH strategy.
